Every metropolitan
area with a population of more than 50,000 persons must have a designated
Metropolitan Planning Organization for transportation to qualify for
federal highway or transit assistance. The High Point Urban Area Metropolitan
Planning Organization, also known as the HPMPO, serves as that body.
The HPMPO is responsible for establishing a continuing, cooperative
and comprehensive transportation planning process for the High Point
Urban Area, according to federal and state laws.
What
does the MPO do?
The
MPO carries out three major work activities to meet specific federal
requirements. These are:

The development and maintenance of the Long Range Transportation
Plan (LRTP) through a "continuing, comprehensive, and cooperative
(3C)" planning process.

The biennial development of a three-year program for highway and
transit improvements. This program is known as the Metropolitan
Transportation Improvement Program or MTIP.

The annual adoption of a comprehensive one-year planning program
called the Unified Planning Work Program (UPWP). The UPWP describes
and coordinates the individual transportation planning activities
of all agencies in the area.
What
is the Long Range Transportation Plan (LRTP)?
The LRTP is a
collective effort to address the development of a community-wide transportation
system. The Plan proposes a balanced transportation system, taking
into account considerations such as personal mobility, growth management,
regional economic development, neighborhood preservation, environmental
concerns and citizen participation. The goals are consistent with
the policies established by local agencies and jurisdictions.

What
is the Metropolitan Transportation Improvement Program (MTIP)?
The MPO develops
a biennial Metropolitan Transportation Improvement Plan (MTIP) that
identifies and prioritizes projects over the next seven years. These
projects generally come from the LRTP. Improvements to services and
facilities identified in the TIP include roadways and bridges, aviation,
bicycle and port facilities, to name a few. For a look at the most
