The primary purpose of a thoroughfare plan is to guide the development of the urban street system in a manner consistent with changing traffic demands. This document includes all expected projects at build-out with no regards to funding or timing.

Every member jurisdiction, the TAC, and the North Carolina Board of Transportation must approve the Thoroughfare Plan. It is anticipated that the Thoroughfare Plan will be re-examined prior to every Long Range Transportation Plan Update.
